According to Andrey Osadchiyuk, a member of the opposition Voice Party, the Ukrainian Parliament has increased the fines for draft evaders. The fine was raised from 17,000 Ukrainian hryvnias (approximately 13,900 Turkish liras) to 20,000 hryvnias (approximately 16,350 Turkish liras). Osadchiyuk emphasized that this amount is quite high even for those living in big cities, while those living in smaller towns and villages may find it difficult to pay this fine.
Legal Sanctions and Property Seizure
Parliament has decided to impose serious sanctions against draft evaders who fail to pay. According to Osadchiyuk, their bank accounts will be frozen and their property can be seized. These steps were included in the mobilization law that was submitted to parliament last year but rejected as unconstitutional.
Tightened Mobilization Law
Adopted on 10 April, the tightened mobilization law includes such regulations. The law requires Ukrainian men between the ages of 18 and 60 to carry a certificate of permanent military registration. Ukrainians living abroad who do not have this document will not be able to apply for new passports. The law will enter into force on May 18.
Support from President Zelensky
On April 2, Ukrainian President Volodymyr Zelensky approved a parliamentary decision to lower the age of mobilization from 27 to 25. This decision further expands the country’s military obligation and includes the younger population.
